Category 3 water
Sewage is not a mop job. Treat it as a hazard.
Quick answer
Sewage cleanup in Oakland means removing sewage, throwing out porous materials it touched, disinfecting every hard surface and drying the structure, all under protective gear and containment. A plumber clears and repairs the sewer line, and a restoration company cleans up the damage. Call (925) 298-0440 any time and we connect you with an independent, licensed restoration company that handles sewage backup cleanup.
When sewage comes up through a floor drain, toilet or tub, the water is classed as Category 3, the most contaminated level in the IICRC S500 water damage standard. That one fact drives everything else: what can be saved, what the crew wears and how the space is cleaned.
This page walks through black water removal step by step, explains why Oakland’s older sewer laterals back up, and covers who pays.
Sewage on the floor? Stop using water and call. Answered 24/7.

Do this now: stop running water, flushing toilets and using the washer or dishwasher. Every gallon that goes down a drain can come back up through the lowest one. Keep children and pets out of the area.
Sewage backup cleanup
Is this a sewage backup?
Not every wet floor is sewage. A leaking supply line is clean water, while a backup through a drain is not.
Gurgling toilets and several slow drains at once often show up before an actual backup.
Tick what you see. If any of the key signs apply, treat the water as black water and keep everyone out until a crew arrives.
Sewage backup check
Tick every sign you notice right now.
No key signs yet. Slow drains and gurgling still point to a lateral problem, so call a plumber before it turns into a backup.
This looks like black water. Stop using water, stay out of it and get a sewage cleanup crew on the way.
Call (925) 298-0440How backups happen
From the street to your floor drain: the sewer lateral
Your home connects to the City’s sewer main through a private pipe called the sewer lateral. The City of Oakland says property owners are responsible for that lateral, including the lower lateral that runs toward the street. When it is blocked, sewage comes up through the lowest drain in the house.
Roots and old clay pipe
Older laterals are often clay pipe laid in short sections. Roots find the joints, grow inside and catch paper and grease until the line closes. The City lists debris, fats, oils and grease, and tree roots as the main causes of sewer blockages.
Storm water in the sewer
Cracked laterals let rainwater leak into the sewer. EBMUD’s lateral program exists because that extra water can overwhelm wastewater pipes and treatment plants.
Backwater valves
A backwater valve is a one-way flap on the lateral that lets sewage leave but closes when it tries to flow back in. Ask a plumber about one if your lowest drain sits below street level.
Health and safety
Why black water removal needs protective gear
Sewage can carry bacteria, viruses and parasites. The EPA notes that contaminated floodwater can cause wound infections, rashes and other health problems.
The CDC’s cleanup guidance says to wear rubber boots, rubber gloves and goggles if sewage is involved, wash with soap and water when you finish, and get medical care right away if you are hurt or become sick. If you have a cut or health concerns, stay away and talk to your doctor.
Pro crews add protective suits, respirators and containment.
General safety information only, not medical advice. Ask a doctor about any symptoms after sewage exposure.
Keep or toss
What must be thrown away after a sewage backup
Porous materials soak up sewage and cannot be reliably disinfected. The CDC lists drywall and insulation contaminated with sewage, plus carpet, carpet padding, rugs, mattresses and upholstered furniture, among the things to throw away. Hard, non-porous surfaces can usually be cleaned and disinfected.
| Item touched by sewage | Usual outcome | Why |
|---|---|---|
| Carpet and carpet pad | Throw away | Pad holds sewage like a sponge. It cannot be disinfected in place. |
| Drywall and insulation | Cut out | Removed above the wet line so the wall cavity can be cleaned and dried. |
| Mattresses, upholstered furniture, rugs | Throw away | Deep padding traps contamination. |
| Stuffed toys, pillows, books, papers | Throw away | Cannot be cleaned or dried quickly enough. Photograph important papers first. |
| Solid wood furniture, cabinets | Case by case | Depends on how long it sat and whether it is solid wood or particleboard. |
| Concrete, tile, metal, glass, hard plastic | Clean and disinfect | Non-porous surfaces can be scrubbed and disinfected, then dried. |
Keep a list and photos of everything thrown away, with brand, age and rough value, before it leaves the house. Your adjuster will ask for it.

The process
How sewage cleanup in Oakland is done
Crews follow the IICRC S500 standard for Category 3 water, in a set order. Drying sewage-soaked materials before removing them only spreads the problem.
Assess and contain
The crew confirms the source is stopped, checks power, logs the water as Category 3 and seals the work area with plastic and negative air.
Remove and extract
Sewage is pumped and extracted. Carpet, pad, drywall, insulation and other porous items it touched are bagged and removed.
Clean and disinfect
Hard surfaces are scrubbed to remove soil, then treated with a disinfectant. Cleaning comes first, since disinfectant does not work well on dirty surfaces.
Dry and verify
Air movers and dehumidifiers dry the framing and slab. Moisture readings confirm it is dry before rebuilding starts.
Cleaning small areas yourself? The CDC suggests 1 cup of household bleach in 1 gallon of water for hard surfaces, and warns never to mix bleach with ammonia or any other cleaner. Leave porous materials and anything inside walls to a pro.
Who to call
Plumber, restoration company or City: who does what
A sewer backup usually needs two trades. The plumber fixes the pipe. The restoration company fixes the house.
| Who | What they handle | When to call |
|---|---|---|
| Plumber | Clears the blockage, runs a camera through the lateral, repairs or replaces pipe, installs a backwater valve or cleanout. | Right away, so you can use water again. |
| Restoration company | Sewage removal, black water extraction, tear-out, disinfection, drying and moisture records. | Right away, at the same time as the plumber. |
| City of Oakland (OAK 311) | Sewer overflows from the public system, such as a manhole or the street main. | Call 311 or (510) 615-5566 if sewage is coming from the street. |
| Insurer and landlord or HOA | Claim, coverage questions, repairs in rentals and shared buildings. | As soon as people are safe, with photos ready. |
Sewer backup cleanup in Oakland
Why Oakland homes back up
Oakland’s age and geography both feed sewer problems. Much of the city’s housing was built before 1950, and older homes mean older sewer laterals.
The EBMUD lateral rule
The regional Private Sewer Lateral program took effect in Oakland on January 16, 2012. You need a compliance certificate, showing the lateral does not leak, when you buy or sell a property, build or remodel for more than $100,000, or change your water meter size.
Older neighborhoods, older pipes
Temescal’s tree-lined streets of early 20th-century bungalows, Glenview’s Craftsman homes, most built before 1939, and Rockridge homes, many from the 1920s to 1950s, all sit on aging laterals and nearby tree roots. After a backup, ask a plumber for a camera inspection.
Low ground near the Bay
Low-lying ground leaves less room for gravity to do its job. The Oakland Coliseum, built on land at the head of San Leandro Bay with a field below sea level, had a severe sewage backup on its clubhouse level in June 2013. Flatland homes near the estuary face the same physics on a smaller scale.
Winter storm surges
Nearly all of Oakland’s rain falls between November and April, often in heavy atmospheric river storms. Storms are when rainwater leaking into old pipes adds the most load to the system.
Insurance
Is sewage backup covered?
Often not on a standard homeowners policy. Policygenius explains that standard policies exclude water that backs up through sewers or drains, and that coverage comes from an add-on called a water backup endorsement. It says limits commonly run from $5,000 to $25,000, and that this endorsement does not cover outside flooding.
Photograph the water, the drain and every damaged item before cleanup, and keep the plumber’s invoice. See our guide to water damage insurance claims in Oakland for the full process.

Renters and landlords
If you rent or own a rental
California Civil Code 1941.1 says a rental is untenantable if it lacks plumbing in good working order or hot and cold running water connected to an approved sewage system. A backup that leaves a unit without working plumbing is the landlord’s repair to arrange.
Renters: tell your landlord in writing right away, take photos and do not wait to report it. Your own renters policy may cover your belongings, and some offer a backup add-on.
Landlords and HOAs: clear the line and clean the unit fast, and keep records for every affected unit.
Cost factors
What drives the cost of sewage cleanup
We do not quote prices. The restoration company writes an estimate after inspection. These factors matter most:
- Area affected. One bathroom floor versus a whole finished basement.
- Finished or unfinished space. Carpet, drywall and built-ins all add tear-out and disposal.
- Time before cleanup. Sewage left for days soaks deeper and smells worse.
- Containment needs. Larger jobs need more plastic, negative air and decon space.
- Rebuild. Drywall, flooring and paint come after cleanup and drying.
Do
- Stop using all water in the building.
- Wear rubber boots, gloves and goggles if you must go in.
- Call a plumber and a restoration company at the same time.
- Photograph everything before anything is thrown away.
Don’t
- Let children or pets near the water.
- Run fans before sewage is removed, which spreads it.
- Mix bleach with ammonia or other cleaners.
- Keep sewage-soaked carpet, pad or drywall.

If the backup filled a lower level, the pump-out and extraction steps are explained on our water extraction and pump-outs page, and basement flood cleanup covers below-grade spaces. Storm water and creek overflow, which are also Category 3, are covered under flood cleanup.
After a sewage job, lingering smells are handled by odor removal and sanitization, and wet framing left too long can lead to mold. For the bigger picture, see our guide to water damage restoration in Oakland.

Common questions
Sewage cleanup FAQs
What is black water?
Black water is the common name for Category 3 water under the IICRC S500 standard. It includes sewage, toilet backflow from beyond the trap and outdoor floodwater. It is treated as grossly contaminated, so porous materials it touches are removed and surfaces are disinfected.
Can I clean up a sewage backup myself?
A very small spill on a hard floor can be cleaned with boots, gloves, goggles and a bleach solution, following CDC guidance. Anything that reached carpet, drywall or more than one room should go to a pro.
Who is responsible for the sewer line in Oakland?
The City of Oakland says property owners are responsible for the private sewer lateral that connects their home to the sewer system, including the lower lateral. The City maintains the public sewer mains. Report overflows from the public system to OAK 311.
Should I call a plumber or a restoration company first?
Call both. The plumber clears and repairs the line so the backup stops. The restoration company removes the sewage, throws out contaminated materials, disinfects and dries. Cleanup before the line is cleared risks a second backup.
How long does sewage cleanup take?
Removal and disinfection often take a day or two for a single area. Drying usually takes several more days, and rebuilding comes after that.
Is it safe to stay in the house?
It depends on how much of the home was affected and whether you still have a working toilet. Keep children, pets and anyone with health concerns away from the work area.
Does homeowners insurance cover sewer backup?
Standard policies usually exclude it. Coverage typically comes from a water backup endorsement added to your policy. Check your declarations page and call your agent. This is general information, not insurance advice.
Are you the company that does the cleanup?
No. We are a free referral service. We connect Oakland property owners with independent, licensed restoration companies that handle sewage cleanup. You can check any contractor’s license on the CSLB website before work begins.
