Rain falls hardest on the hills, runs downhill through creeks that are mostly buried in culverts on the flats, and drains to the estuary and San Leandro Bay.

Hills and foothills

Montclair, Glenview, Maxwell Park, Millsmont and Mills College. Montclair sits on the western slope of the Oakland Hills, with upper Temescal Creek and Shepherd Canyon’s creek running downhill. Sausal Creek runs through Dimond Canyon by Glenview, and Lion Creek crosses the Mills campus. Sloped lots send runoff toward foundations, crawl spaces and lower floors. During the 2022 to 2023 storms, the city listed storm drain repair sites in the hills, including Catron Drive, Redwood Road and a Joaquin Miller Park culvert.

Lake and central Oakland

Lake Merritt, Adams Point, Grand Lake, Piedmont Avenue, Downtown, Uptown and Chinatown. Lake Merritt is a tidal lagoon, and the city’s sea level rise roadmap names Grand and Lakeshore Avenues as low spots where rain and high tides can flood together. Glen Echo Creek runs in culverts through Piedmont Avenue to the lake. Dense apartments, condos and older Art Deco buildings mean one leak can reach several units.

North Oakland

Rockridge and Temescal. Both are full of early 20th century homes, from small bungalows to larger houses built between the 1920s and 1950s. Temescal Creek runs mostly underground here, much of it in culverts under Highway 24. Older plumbing, plaster walls and hardwood floors make slow hidden leaks and long drying times common.

Estuary and flatlands

Jack London Square, Fruitvale, San Antonio, Coliseum and Sobrante Park. This is low ground near the estuary and San Leandro Bay. The city names Jack London Square as a place where rain and high tide flooding can already be seen, and calls the Coliseum area one of the most vulnerable to urban flooding. Sausal Creek reaches the estuary in culverts through San Antonio. When drains back up, sewer backups and flooded ground floors follow.
